It's baffling, man. In a state where morale continues to drop.. where we have huge fiscal problems and no reasonable solution - $10 million is being spent to study whether or not we should have tolls on Connecticut highways. 10 MILLION DOLLARS!
Why do we need TEN MILLION DOLLARS to figure this out? The answer should be no either way.. but that's beside the point.
Tolls would be roughly every 6 miles on every major highway in the state under the current plan.
